THE MISSION

The Heath Economic Development Corporation (HEDC) and Heath Municipal Benefits Corporation (HMBC) provide financial assistance for qualified projects in accordance with guidelines that encourage quality commercial development that expands the City of Heath sales and property tax base and contributes to a higher quality of life without altering the City’s culture as a premier D/FW suburb.

We seek partners — including developers and prospective businesses — who share our vision for distinctive commercial development that contributes to our culture as a premier outdoor lifestyle community and preserves our rural heritage.

Projects are considered on a case-by-case basis. The City of Heath and HEDC/HMBC are not obligated to provide any economic development assistance to any applicant.

Community Compatibility

  • Is the project compatible with our Vision for the City and Towne Center Overlay District?
  • Is the project compatible with the City of Heath’s Comprehensive Plan?
  • Is the project a targeted sector?
    upscale/unique dining and retail; luxury facilities such as a day spa/wellness center; equestrian or other outdoor recreation; high-end corporate campus
  • Does the vision for the project contribute to a pedestrian/bike friendly community?
  • Does the vision for the project meet discerning design, architectural, lighting and landscaping requirements?

Fiscal Impact

  • How much real and personal property value will be added to the tax rolls annually?
  • How much direct sales tax will be generated annually?
  • How will the project affect existing businesses?
  • What infrastructure construction would be required?
  • What is the total projected annual operating budget of the facility?

Citizen & Employment Impact

  • Will the project enhance the quality of life of our citizens?
  • How many jobs will be brought to Heath?
  • What types of jobs will be created?
  • What will be the total annual payroll?
